The actual cause of the error message appears to be when a registrant indicates that his or her shipping address should not be provided to a third-party. Unfortunately, many of the items on Amazon.com are actually sold through third parties using Amazon as a storefront. Prohibiting the sharing of this information with the Amazon-associated vendors breaks Amazon.com's registry system. There seems to be some pretty big either UI or informational disclosure issues with this feature on Amazon given how much it cripples the feature.
