Certain objects in
Internet Explorer act as a unique window and /float/ over the rest of the page. This gives them equivalently the highest
z-ordering and no other elements can appear above them, often resulting in unintended results where these elements should be obscured from view.
It is a mystery why this well-known implementation problem has not been mitigated by the browser development team instead of requiring web developers to code work-arounds for all pages where elements might be layered above the select element.
