No way! Haruki actually has Japanese staff working behind the counter and is owned by a Japanese person. Nearby Tokyo and Sakura are both owned by Chinese people and are staffed by an ethnic melange of Vietnamese, Cambodian, and Chinese people. Sushi Express on Thayer is a Hong Kong mom-n-pop operation. Plus Haruki is delicious.
