Some laws are rarely enforced for one reason or another. Often, the law was capricious and probably reactionary, and over time the populace as realized that there wasn't a good reason for it to actually be passed. Some times the laws are simply antiquated, and often the penalties--such as fines--are have not been modified to remain worth enforcing.
